Trouble Sending Email

I am having trouble sending email from my shaw account.  I believe it has to do with the ISP blocking me as I am currently travelling.  I do not have this issue when I am at home.

 

I am currently out of country.  I can receive email with no issues.  Sending email from my shaw account does not work.  When I switch to my network solutions account, I have no issues.

 

I am using Outlook 2007 on a PC.

 

Thoughts?
