when I change the setting to on it automatically goes to off
Since yesterday, we've been seeing a few examples of this cropping up after people upgraded to the new build of McAfee.
Our best recommendation at this point is to fully remove McAfee using the McAfee removal tool http://download.mcafee.com/products/licensed/cust_support_patches/MCPR.exe
Once the removal tool has been run, reinstall the software via our online customer care website
This should reinstall the new build without the real time scanning issues being present.

Did Jesse's recommendation solve this problem for you?
NOT AT ALL.
After removing then re-installing McFee it is still not working. There was a message that Real Time Scanning was not properly installed. Eventually another person at support told me that Real Time Scanning was probably an option that had to be purchased separately!!!
Weird that if they wanted to do so that their selling message towards it was totally absent. I just gave up.

If Real Time Scanning is off, and the reinstall didn't fix the issue for you, try the advice found on this McAfee page - Your computer is at risk: Real-Time Scanning and/or the Firewall are OFF.
If Real Time Scanning is still off, they provide a link to the oas-disabled-fix.cmd utility.
Try this page and let us know if you're still having issue!
