Download Speed Not As Advertised/Paid For

I have been a Shaw customer for many years, subscribing to phone, internet and cable.  Recently we decided that we were spending far too much money on telecommunications, and decided to cut off our land line and cable TV.  We stayed with Shaw for internet, and upgraded to 25 MBPS service.

Prior to doing this, we had 20 MBPS download speed, and Shaw SpeedTest consistently confirmed this level of service.  Since the change, we have averaged 6-7 MBPS download speed, despite paying for the upgraded 25 MBPS service.  This has been consistent for weeks now.

I can't help but think that this is a result of the cancellation of our phone and TV services.  Is Shaw trying to convince us that getting our phone and entertainment content over the internet doesn't work, so we'll return to more traditional services at much higher fees?  I hope not, but the timing of our degradation in service is certainly suspicious.

I'm curious - are we alone or are others having similar issues?  Shaw, what say you?
