Really bad bandwidth and worse ping speed with broadband 100

Just out of curiosity, why when I have broadband 100 my speeds always drop to 300 Kbps after an hour of use.  Your support told me that 300 Kbps was acceptable after asking me what a kilobyte per second was.  then proceeded to tell me that if it was 1 Kbps it would be an issue because its up to 5mb I'm supposed to get and 300 is better than 5.   Also my ping went from 15 ms to 90 after upgrading from broadband 50 to 100.  Is that normal?
