Pings gone wild (high flux!)

For the last few weeks, I've been encountering incredibly high ping flux in my connection.

 

Method 1: ping google.ca -t

Results: From 12ms to 3103ms with average of 903ms on 5033 packets sent.

 

Method 2: Traceroute to google.com and google.ca

Results: rd3bb-tge0-13-0-10-1.vc.shawcable.net (64.59.150.81) 1903 ms 1300 ms 1700 ms


I don't use bit torrent, server, p@rn distribution, pirate bay...etc.

Just game. YES... GAME.  You know... TF2, LOL, DOTA2, Battlefield, RTS...etc.


It's not my router's problem.

It's not my computer's problem.

 

It's SHAW.

 

Reboot, re-start, safe-mode, dual boot to ubuntu, shut down all network items, connect directly with modem...etc.  I've tried every trick in the book.

 

I'm keeping things very cool here.  My frustration level is over 9000.

 

Any solution would be great.
