Unable to send email

Your instructions on setting up Max OSX email do not work. We are using 10.9 system. We can receive email but not send. The shaw.ca outgoing server is always offline. Yes we have used 587 port, etc. and have followed the instructions exactly.

Yes we can log in to webmail and send and receive successfully.
