Can anyone give instructions on implementing the user accounts and how to tie it in with Time of Day allowed to be in the internet?
With the Cisco wifi modem? I'm not too familiar with it, but I know how it works so we should be able to get it working for you.
First thing you'll want to do is create your Time of Day rules. You don't need to choose "Enabled" on them, simply go to the Time of Day section and add a new rule with the settings you will want to apply to the user.
Second, go to the User Setup section and add a new user. Once added, select the account from the dropdown menu and select the "Enable" checkbox. With the user enabled, enter a password for them and then you should see your Time of Day rule in the scrollbox that you can select. If you have any content filters, you can apply that ruleset here to from the dropdown.
Once you finish setting the user, save the settings and your user will be enabled. Remember though, that with a user profile enabled, anyone trying to access the internet will need to log in in order to access the internet. Everytime you open your browser you will be prompted for the username and password. These will be of the user setup you just created so you may want to create your own user if you don't want to be restricted by the only account you made.

Another option would be via Parental Controls installed on the computer itself. Parental controls can also be used as a time filter only, if you don't want content filtering enabled.
Windows Vista/7/8 have built-in Parental Controls (see "User Accounts" in the Windows Control Panel). Here's the guide from Microsoft about Windows 7 (most common operating system currently)...
