PVR will not activate - stuck on APP

I just purchased a new dcx3510 and it will not activate. It goes through the boot and various commands then gets stuck on APP.  Powering off, trying different outlet in house etc. do not work. All I did was disconnect the old PVR and connect the new one.  I bought this one just to get video on a few of the newer channels, my old one worked fine.   The tech support was not sure what to do other than scheduling a service call.   I have seen a couple of posts on this but never any ones that have a resolution.  Does anyone have any idea or run into this problem before?
