Unable to send email with Exchange but I receive?

I have a Samsung Galaxy Note 2 and have followed the instructions to set up my Shaw email as an Exchange email.

I am receiving incoming email on my device, but I can not Send out emails.  When sending I get a message "Retrieving Account Information" then nothing happens.

What will cause thid ability yo receive but not send via Exchange email?
