Super slow in lloyd

I Just upgraded to broadband 100 today and had a new modem installed by shaw.  I'm getting 3-5mps while running speedtest.shaw.ca wired into the shaw modem with nothing else plugged in.  Spent an hour with tech on phone until we got it up to 70.  A few hours later, we are back to 3-5mps.  Tried reboots, resets, new cables, everything.  Extremely frustrating.  did I get a bad modem?  Or is there a known issue out here in Lloyd
