Service Disruption Winnipeg?

Is there presently a service disruption in Winnipeg. I am not receiving a dial tone and at the same time my TV is showing One Moment Please (Ref code: s0a00) I have followed the instruction on both the phone and TV support sections. I have pulled the battery from my wall mounted terminal, manually reset and pulled the power cable form the wall. On reset, all the lights flashed twice and then all but the power on light and the DS light remained active.
