Ping issues

Hello, I am have issues with my internet for the past few weeks. Im running a brand new dell xps 8700 special edition, on windows 8.1 (i7, 24 gigs of ddr3 ram, nvidia gtx 635 graphics card).. Im not sure how to put it, but whenever I try to play games or ping a server every few seconds I get a spike in my ping. Its extremely irritating and I dont know what it could be or how I can fix it.

The attached file is the speed test. I get fairly good internet. When I try to ping google or other websites on cmd.exe though, I see massive spikes in ping. Im not sure what is causing it but I would like to resolve it. Here is what happens:

I highlighted in red the huge spikes. Could anyone give me insight as to what is happening? Thanks! -Daniel

Another attached file is a ping online test. When i play my games (servers are located in toronto ON) I normally get 80s ping, but every few seconds it jumps up to 1000 ping and then drops. Just a further example of what is happening.

I am on a wired connection.
