Cisco DPC3825  DNS relay static IP issue

if I set a static IP address of a device on my local network (either inside or outside the range that the DHCP is set to hand out) my devices wont talk to the DNS servers, and internet doesnt work.  I have tried setting my local shaw DNS servers manually both on the device and in the "Network address server settings (DHCP)" page on the web admin.  I dont want to use google or other DNS servers as I pay good money to shaw to provide this for me.

Is there a way to get DNS relay to work on this?
