routing issue

This thread has been idle for a while. But I would like to report a problem. It is not so much a website specific issue. More of a routing issue I guess. I have noticed considerable delays in accessing networks in Europe. It doesn't matter what protocol or ports or IPs I try. SSH, WWW, POP3... you name it. This has been observed on several occasions between midnight and 8am PST but may happen at other times when I don't check. Feb 13, 8am PST was such a time (like right now). A traceroute revealed a delay in toronto every time. Here is an example:

At the same time my ping is about 100ms higher than normal to all destinations in Europa. However, all Canadian, US and Asian destinations that don't route through Toronto are fine. Sometimes this phenomenon lasts only 5min while at one time is took about 1h before it returned to normal. Is anybody aware of this problem?
