I live in abbotsford and i pay for a much higher up and download!! what is or could be causing such slowness?
i use cat 6 ethernet to connect to the cisco router
im on the 50$ package
Sorry to see you're getting much slower speeds at the moment than you should. Is this just a recent problem?
For troubleshooting I would start with this document here, which will cover quite a few things. If you're still having any trouble after running through these steps, let me know and we'll troubleshoot a bit further.

I have also replaced the wiring as of yesterday (the ethernet wiring from cat 5 to 6). I also tried going wireless yet the download / upload speeds are static! both are the same whether wired or wireless...
These slow speed make it impossible to use xbox live..
What further can be done to increase the speeds besides trying another isp ( i like shaw )

Just want to confirm though: you've run speed tests at speedtest.net as well as speedtest.shaw.ca on a computer directly wired into the Cisco with no other devices connected (wired or wireless)? It would be best to get the machine on which you test into Safe Mode to help ensure that nothing running on that machine is eating your connection.
Let me know. If you're still seeing poor speeds, I'll check your modem and the network from here.

The issue is the Xbox 360 connection to the Cisco router, at least I think it is
I've read that this router is notoriously bad for p2p gaming (I play fifa 14)
The original upload/download info I supplied was from the Xbox
I need to know how to get the connection problem fixed

Don't expect speed from the 360... I think the network stack is broken/crippled in it, I have a 360 connected to a bridged modem, download speeds are still really bad
But those speeds should be plenty for the game - people game on 256kbps upload
I cant play the game right now due to extreme lag .. it is impossible

I dont understand what happened to cause the extreme lag.
Nothing else has changed or been added to the router. No new draws to the bandwidth
The performance has dropped considerably
My host latency has gone from 3 green (great/good) to 2 orange sometimes 1 red

Certainly possible it's the Cisco at fault here, but there are still some other things we can try. Since we know your phone gets a good wireless connection, can you try connecting the Xbox wirelessly as well to see if you're still seeing lag in FIFA? Also, have you got any other games you can try online?
If it's still giving you poor performance wirelessly and other games are exhibiting lag as well, we can try bridging the modem to test a bit further. This would have it act only as a modem temporarily.
*if your 360 has the wireless option - neither of mine do...

We can certainly bridge the modem for you. I am not too sure what this will do for you though because you have mentioned that the connection is only an issue on the 360. I don't think I see a mention of any results with a pc, have you had a chance to run a speedtest on a pc? Do you have another router there to connect up once we bridge the modem?
Yes the problem is the connection btwn the Xbox and router
It seems the Cisco hinders the download upload speed to what I mentioned above
There is no problem on a PC or other wireless application
I need the Xbox to get a better connection as that is mainly what the internet is used for
I was thinking, bridge the modem, connect only your Xbox to the modem, see what happens, if you do have another router now, you could get the rest of your devices online, but for a test, that really shouldn't matter

Those speeds are spot on for High Speed 25 (which is what I assume you've got).
I wouldn't necessarily trust the results of a speed test on a console. As kevinds asked though, could you confirm how you're testing?
The issue you can run into with some routers is NAT behaviour; if its behaviour is particularly strict, then you could potentially run into issues connecting to servers or to other players, but it wouldn't affect your speeds. Actually what I should have asked is if you're seeing any performance degradation when playing online? Any consistent lag or drops?
I've always gotten slow network speeds from the 360, but even those speeds, should be fast enough to game
What are you using to test on the 360? Internet Explorer and a speedtest site?
What does your computer report for speeds?
