Can't get past app after a reboot

We have had an heroic Shaw person over three times now and he exchanged the HD PVR box, changed a connector, and snipped a cable downstairs that apparently went nowhere, but the new HD PVR box still gets hunt at the APP message on the box. Once we did get the time to come up, but nothing on the TV, and it then went into diagnostic mode (with no success). We brought our digital converter up from the basement and it works fine. Anyone heard of this happening before?
