I am also experiencing the same issue with windows 8 email. My 1st Shaw account works perfectly fine. However, my second account started out by receiving only, to not working at all.
There must be an update by now?
We area aware of an issue with downloading attachments on Windows 8 but you should not have a problem sending or receiving emails. Unfortunately we don't have an update on the known issue with attachments. I would suggest deleting the account and setting it up using the instructions here Windows 8 Mail.
