Closed Caption overlays picture when no talking

HI  Has anyone else seen this problem when using closed captioning?  Basically, when there is no conversation going on in a program, the CC block expands and covers half the screen.  Once speech starts, the CC block contracts and starts displaying the text again.  It doesn't appear to be a TV problem as it is consistently happening on both my Sony and Sharp TVs.  Really irritating!
