Motorola DCT3416 band of picture distortion for HD channels and recordings

I have a recently acquired a (used) Motorola DCT3416 and everything works fine except there is a 1 - 2 cm band of distortion at the top of the screen for all HD channels and recordings made from HD channels.  Picture quality and sharpness is otherwise excellent.  There is no such distortion for LD programming or from DVD movies, so this does not appear to be a problem with the TV.  PVR and DVD player are connected to TV via component video.  Distortion looks as though the picture scan lines are interlaced improperly and that only every second line is addressed, so image is expanded in both directions within the 1 - 2 cm region.  TV is 10 year old Sony XBR 32" 1080i capable. Tried swapping the video cables and splitters without success.  Tried reset and powering down unit.  Suspect internal issue with PVR, OR the cable between the house and the Shaw box in the back yard.  Have had problems with the cable in the past and a new cable was put in 12 to 15 years ago.
