No traceroute response from Shaw router

This is a nitpick, but I'm trying to figure out if this is something wrong on my side or something Shaw has done. When I do a traceroute, the first hop on Shaw's network will not return. If I tcpdump the traffic I'm seeing the requests go out but no response come back whatsoever, which is why I'm posting this here - I don't think this is happening on my side.

 

I'm in Calgary on the 174.0.112.0/22 subnet. Does the router dealing with this subnet simply not respond to ICMP echo requests with low TTL values? I can ping it fine but not traceroute through it - a strangely specific problem.
