I cannot send email from my Android phone, but have no issues receiving. I have tried both POPE and Exchange setups.
Which Android phone are you using? We have many many walkthroughs here in community. We should be able to help you find the settings that work for your phone.

I've already tried both of these options. Neither works. I can receive email no problem but cannot send. This is obviously an issue as there are dozens of forums where Shaw customers are having the same issue.
Are you connecting through your home wifi or at a hotspot (such as Shaw Go WiFi or a coffee shop)?
No. It's a cell phone.
What happens if you do try to send email through your data connection? I'm wondering if the cell phone provider has blocked sending through that port.
I've tried sending while connected to my shaw wifi at home too. Still nothing.
I'm on the telus network for my cell phone and I've tried using their outgoing server details. Do you have to enable access at your end?
Ah, good point, remote access might be disabled. You can enable it by logging into Webmail and then turning it on in the preferences. Instructions on that can be found at Remote Access. If that doesn't do the trick, let me know and I (or the morning moderator) can private message you for your account information and enable it for you from our side.
Looks like it needs to be provisioned at your end. On the mobile devices page it shows my tablet and phone and both say "needs provisioning" under the status column.

I called in today and they fixed it by dropping my device from the remote connections and readding it.
