Shaw Extreme Internet Slow

About a week ago, I have noticed my internet speeds getting slower and slower.  After calling in an speaking with a CSR(Winnipeg)  a service call was placed and a tech dispatched.  Well the tech found a few things and the speed was corrected to just about max.  Good eh .... well then over the last 3 days, the speed was again very slow.  Called again and this time spoke with a CSR from Calgary.  Big difference.  This guy was aurogant and refused to trouble shoot if I would not take my computer down to safe mode.  Guess he needs more customer service training.   Oh well back to my issue.  The speed test consistently shows not extreme (25) but only ~7max.  Is anyone else seeing this as it is not localized to a time of day.  Thx
