How does Shaw determine overall bandwidth?

Hi Shaw peoples.. a question I've always wondered, but now with all of the slow speeds in the evenings I have to ask.


How does Shaw determine who gets what speed?


Eg; I live in a 30 unit townhouse complex, in the evenings my speed plummets to around 1 megabit.  Say if my neighbour has a 50 megabit

plan and I have a 25 megabit plan, is he now getting 2 megabit while I'm getting 1 based on his plan being 2x as fast as mine?

Or is it more a first come first served as in if my gamer neighbour gets home from school and starts gaming, does he get 100 megabit

while the rest of us suffer because he "logged on" faster so to say?
