our cable box won't go off "0" so we don't have any T.V. access
Have you tried unplugging it and plugging it back in? A power cycle can fix that issue some times. If that hasn't helped, please let me know and I'll message you directly to take a closer look.
I unplugged it for a minute and it is still stuck on "0".
