If you wanted a second modem, you would need to open a second internet account, at standard pricing. Have you tried the steps outlined on at WiFi Interference, specifically changing the wireless channel on your router? Our network guru corbin actually had some comments in the thread expanding the wireless area that should be helpful as well.
A second modem would allow double the bandwidth. That is why we bill for each modem.
A powerline wifi extender kit would work well. It would probably grant you up to around 35 Mbps on average off the second access point.
Tip: powerline doesn't work well on power bars, or through some GFCI circuit breakers.
