As Colin asked, do you have a Gateway or an HD box? Is it on some channels but not others? For example, National Geographic HD regularly broadcasts shows with the black bars on the top, bottom and sides (you can tell when they do this as their logo shows in the black space in the bottom right). This is the broadcast itself and can't be adjusted without a zoom function.
