POP mail timeout - Outlook 2013

I am unable to download emails through Outlook 2013. I have done all the settings as described in the support documents here, and I was able to download emails until about two weeks ago. Since then I just get timeouts including when I test the settings.

 

I am still able to send mail from Outlook via SMTP, and I can connect to the Internet and access my Shaw Webmail. I just can't download emails to Outlook.

 

Any ideas?
