High latency when downloading

Curious if anyone else has seen this. A few weeks ago I switched over from Telus DSL for higher speeds, etc. Since then I have found that when downloading latency and ability to use much of anything is difficult. It may simply be downloading from Apple, which is a huge problem for me. I am on a Mac OS X 10.8.2

 

Below is an example ping to the Shaw DNS, you can see clearly when the download starts:
