Most likely yes.
I suspect the building owner does not want to take on the responsibility of people ordering and having to cover the cost of VOD/etc. Which a digital box would allow for unlike analog. The owner would also need to call in to activate each terminal for every apartment wanting a digital box. Not something I can see them jumping at.
Just a hunch on my part though.
It actually depends on how your account is set up with the building owner. We have an arrangement with many buildings where the cable and one digital box is included in the rent (or condo management fees). We then set up an account in each suite with the digital box's serial number linked to that suite's account. As a result, each suite can then order VOD and PPV, as well as extra channels, and get a separate bill for those extras.
Best to talk to your building manager to see what applies to your building.

Yeah, or the land-lord is "including" cable in the rent, but split off their cable subscription, where the renter should have their own account (yes, some landlords have a separate cable account for the renter like they are supposed to).

First place I lived in, in Winnipeg had a hard rule.. No Shaw internet, but analog TV was included.. I wonder why.. haha
