unable to send emails

Hi,

  I am able to access my email through webmail but am unable to send msgs through my regular access.  I have gone through the troubleshooting and it says to contact my ISP.  I have tried rebooting and when it comes back up the outgoing mail server is changed.  I reset it to mail.shaw.ca and I am still unable to connnect.
