Having P2P bitrate issues between Victoria and Hamburg (DE)

Between July 17-19 I started to experience severe bandwidth degradation on a P2P connection between my Shaw Internet and a Deutsche telekom ISDN upload in Hamburg Niendorf

 

I opened ticket 32032584 on July 25th. Second tech was helpful but since then I am at a loss how to proceed.

 

Quick synopsis

 

P2P (Slingbox at both ends) typically got a 2.5MB/s "download" from Hamburg to Victoria.  Hamburg endpoint consistently gets 2.1MB/s going the other direction.

Both routes are very similar (Shaw-Telia-DTAG).

 

Around July 18/19 my download went from 2MB/s to 800kb/s and is now at 300-400 kb/s.

 

Tried everything from reimaging my router (Netgear R7000), no diff. Direct connect to the ShawModem (no improvement with the router out of the equation)

tried different slingplayer (SlingCatcher, WDtv, web slingplayer) all same degraded result

 

Tried VPN , no improvement

 

Even went and tried a Telus connection, same result but it goes thru a different path (Telus->NTT)

 

everything points to the degradation/shaping happening at the German end.

 

Had a friend in Hamburg go onto a HPSA mobile network and he still gets a 1MB/s download from the source. (tried all the normal things at the other end: disconnect, reboots etc)

 

What is common between the all the paths? The DTAG network end point.

http://bgp.he.net/AS3320 shows a dip in the peer count end of June but I doubt that's relevant

some info on the upload site in HH:

doing a speedtest from HH to Victoria yields 29MB up and 1.9MB down

the HH end point connection is rated at 46.30 MB/s down and 7.02MB/s up (using the DTAG connection test)
The router is a Telekom Speedport W921V at the subscription service is a DTelekom "VDSL50"

any and all help is appreciated. the reason I have the Shaw service I have is for P2P and with the current 500KB/s download its a tragic viewing experience
