Routing/Network Issues

For the past 2 years I've been having TERRIBLE routing issues to a lot of gaming servers located in Illinois. I play Counter Strike on the ESEA network. This is a problem only with ESEA servers because shaw uses GTT upstreams. I've spoke with multiple ESEA network admins and troubleshooted the problem and they've concluded that it is on SHAW's side. They also said theres nothing they can do because they aren't a direct customer with SHAW. Now the reason why I get lower ping on non-ESEA servers is because SHAW has direct peering with phoenixNAP.

 

This is the main ESEA server where I'm getting extremely high ping to: 198.144.179.98 and this is due to GTT upstreams. We ran an WinMTR test to isolate the problem

Could you please optimize the routing or use a different upstream? I also know a lot of other Canadian's who use shaw and suffer from the same issue.
