"Shaw go"  NOT available in Uvic campus, why?

I live in Victoria. I recently registered for a community studies course at Uvic (I am not qualified for NetLink ID, so they told me, without NetLink ID, I could not use the Uvic wifi hotspots). Despite what some people has claimed in this forum, I could NEVER be able to get any "Shaw go" (Shaw's hotspot) signal at all (I tried SUB, McClaren/Music, library, etc.) in the campus, why?. I could get "Shaw go" and/or other free hotspot signal almost everywhere in Victoria (at public libraries, hospitals, comminity centres, McDonalds, Tim Horton, Stakbucks downtown Victoria, downtown Sidney, even downtown Langford), but NOT Uvic campus, can someone tell me why?
