Have an IPhone 6 and since upgrading IOS to 9.2 I can not download email attachments to my Exchange Account. Have other email accounts on this device that use POP and do not have any problems down loading attachments.

We are terribly sorry, but it appears your message was missed. We'd love to help you get to the bottom of this if you are still experiencing this issue, though! What I'd recommend first off is removing the account entirely from your iPhone, then setting it back up using the Exchange instructions in our How to setup email on an iPhone/iPad on iOS 11 instructions. Give this a shot, and let us know if you continue to experience the issue.
Tried deleting and reinstalling as an account to no avail. Deleted and reinstalled as a Pop account and the problem has been resolved.

You're reinstalled it as an Exchange Account? I've heard of this with other iOS users too and reinstalling fixed it for them. If you are still having issues, definitely let us know.
Exchange has a feature that let's the Exchange admin (Shaw) running the server limit the size of attachments you can download when not on their network. If you are trying to get the attachment on cellular, if Wi-Fi assist is kicking in because Shaw is being slow, or on another Wi-Fi network you can't download attachments over about 500kb. A 300kb file is approximately 500kb when encoded for mail. This is a server side setting for Exchange.
This is a server side setting that Shaw would need to fix.
