Moving email messages from two old PCs over to two new PCs with Windows 10

I'm looking for some advice/info about moving email messages from two old PCs over to two new PCs with Windows 10.

From what I've read, the Mail App on Windows 10 does not have the capability of importing old email messages from another PC.  We would like to move old emails and folders over to the new PCs.  So, I was thinking of possibly setting up a Outlook.com or Gmail account, and export the old email to it.  Then on the new PCs setting up Outlook.com/Gmail as one of the accounts in the Windows 10 Mail App.

This is what we currently have:

PC with Vista running Windows Mail

PC with Windows 7 running Windows Live Mail 2011

Each of us also has an iPad

When setting up the new email accounts, should I be using Exchange or IMAP?  Does it matter, or is one better than the other?

We would also like to be able to see the same emails whether we are using our iPad or PC.

Any thoughts or suggestions on what I should do?
