Is my account still set up for 2 IPs?

I can't seem to get a second IP. I'm trying to set up 2 routers (192.168.1.1 & 192.168.2.1) using a switch after the modem.

 

Intent:

 

                                                |->Wireless Devices

                                                |->ATA

                            ->Router 1->

Modem->Switch->|                   |->PC (Dual Ethernet ports.)

                            ->Router 2->

                                                |->Game consoles

 

I can log into both routers using their local IP's but only 1 has a WAN IP and internet access. I can get each modem to work individually through the switch but not together.

 

I may just be doing something wrong on my end but I believe I've done it this way in the past (Just playing around.) with success.

 

I did have to have my account details reapplied to my modem recently when I had a speed issue. This is why I ask.

 

So if someone could please check my account details and see if the 2 IP's flag is still set for my account I'd appreciate it. If so, more troubleshooting is in order on my end it seems.
