what creates the black stripes on top and bottom of screen, Picture is smaller than TV.
also the blackouts on channel 116 and others ? We are in Victoria,BC

If you're seeing black bars on the channel (pillarboxing and letterboxing), that means that it's aspect ratio isn't the same as your TV. You likely have an HD TV (16x9) but the channel you're watching may be 4x3 (standard definition); in this case you would get black bars on the side (pillarboxing).
Going a step further, sometimes an HD feed is used for the standard definition broadcast so you have an HD feed within a standard definition format (4x3 with black bars on the top and bottom, letterboxing) which is then shown on a 16x9 screen) so black bars are also added to the side by default (pillarboxing - otherwise the picture would look 'stretched').
Hopefully that makes sense! If not I can clarify further or you can run a search for these terms.
As for channel 116, that should be TVA in Victoria. I checked here, but it wasn't blacked out. Are you just seeing a black screen or a message?

Yes, channel 116 is TVA and it is not blacked out all the time, but it did it a few times (different days) around 8 pm when I watched a program, or it was interrupted when on PVR.
As for seeing black bars (letterboxing) it is on all the channels, except SHAW channel !!!!! Is that normal ?? (we have an HD TV "Sony Bravia)

As for the black screen, how long has this been ongoing for? Can you tell me what digital box do you have (the model)? Can you cycle your box, removing the coax and power cable for 2 minutes then reconnecting with the coax first and power after the next time you see the picture go blank and see if picture appears after? Let us know!

I don't get the full pictures in channel 2- 116, but I think they are not high definition channels. Is that possible ??
The blackout of a program does not occur very often and as you suggested, I remove the cables and wait a few seconds and reconnect them again. It works for a while, about a month and the same thing happened again.

That's correct, channels 2 to 116 would be standard definition. For the most part, the HD channels are in the 200 range with the exception of a few family/kids channels.
My TV (LG HDTV) has an option to zoom the picture on those standard definition that have black bars - just don't do it if you're watching something in HD, because people tend to look really skinny LOL!
