Why am I getting half of the advertised speed?

Hi everyone,

I live in a townhouse, and currently have the internet 25 package which is advertising speeds of up to 25mb/s download and up to 2.5mb/s upload. However, my hardwired PS4, and laptop are both showing an average of 10mb/s download and 500kb/s upload at speedtest.net. (I run the test 3-4 times, and different times throughout the day).

Also, I get the same speed wirelessly when I test it on my cellphone.

I've unplugged my Netgear router, the Arris FTTmax, and the Commscope, but the speed remains the same.

I have also attempted to plug my laptop to the 1GTX ethernet port on the Arris FTTmax to try to run a speedtest but it was not allowing me to connect to the internet as it wasn't allowing me to connect to the device.

So my two questions are:

1) Why is my internet speed less than half of which is advertised?

2) How do I connect my laptop to the Arris to run a speed test?

Thanks
