intermittent internet connection issues

I'm having intermittent internet connection issues.

After power cycling Cisco DPC3825 and computer
no third part router connected PC connected directly to Cisco

network icon on taskbar says I'm connected
no response from ping name or ip

reloading page shows everything working.
dropped connection occurs on the wireless android and ipad as well.
windows system event logs show warnings like

Name resolution for the name www.ebay.ca timed out after none of the configured DNS servers responded.
Name resolution for the name google.ca timed out after none of the configured DNS servers responded.

 

I've reset winsock, tcpip stack.  nothing helps
