Internet spike / data loss

Anyone know why this spike or data loss happens:

I have a Senior Technician coming in on Sunday but I hope someone else can shed some light on this.

 

I have had a technician swap out to new Modems as well as us there own laptop connected with none of my own computers connected and the same results are produced. He also checked the lines in the house and the ones connecting to the house and all were well.
