Low audio level on the Gateway (via HDMI) vs PS4 (via HDMI)

I recently had my Motorola HDPVR swapped for a the Gateway. With Motorola I was able to tweak the sound level so that it was loud, and the same level of loudness if you will was maintaned when switching to PS4. Now with the Gateway it makes no difference what settings I choose in audio, I need to crank up the volume on the TV to say 25 to achieve the same level of loudness that I can get on the PS4 at a level of 10. Both devices are connected via HDMI cables - it makes switching between them really painfull especially when watching something on the TV at level 25 then moving to PS4 and at the same level of 25 it is way too loud. Why is there such a large discrepancy in audio quality / level between the two devices? This was never an issue with the Motorola HDPVR.
