Poor CSI reputation?

I just got back from a trip to Jamaica. We were staying at Sunscape Cove resort - and using their free WiFi.

While on the trip, I was completely unable to send emails using either my computer, mobile phone, or webmail.

In webmail, the emails would simply not send, and using POP3, they would either not send, or I would get messages like this back:

Delivery to the following recipients failed permanently:

Reason: Message from IP with poor CSI reputation. Original message Dropped.

I ended up having to use my work email and Gmail to communicate.

Is this something I can expect next time we go back there?

Never seen this at any other location we have been at.

I don't understand why this would still be blocked if I am authenticating?
