1.When using IP passthrough, can the second modem in the basement be connected through coax? or any other suggestions/options? thxn
No coaxial cable needed except to the Hitron!
Basically, you can turn on IP passthrough on your Hitron and then have the basement device (presumably a router) connect by wifi.
Full instructions can be found at IP Passthrough for Hitron CGNM-2250.
Its not wired connection then if I connect the basement device by wifi. ?
IP Passthrough only works with an ethernet hard wire connection to the Hitron modem from a 3rd party router. No secondary modem is provided for this set up.

IP Passthrough isn't what you want. IP Passthrough lets you get a Public-Space IP Address on a device behind the modem's router.
If you want a wired connection in your basement you need to:
A) Run a Cat5 or Cat6 cable from the modem down to your basement
B) Buy a wireless range extender with ethernet port, and use it in "media bridge" mode. It basically becomes a wifi client connecting your wired ethernet device to your wifi network.
C) Install a wifi card in your machine, or use a USB wifi dongle.
