can shaw look into a problem with one of it's own routers please?

i have a hitron2250. and my latency is pretty decent sitting at 40ms to Blizzard's servers in the states. now it has apparently come to my attention that a router in shaw's network is 50% saturated.  the following tracert shows that the ping within Shaw's network jumps from 8MS at the cmts all the way to 33 ms on the next hop within Shaw's network. 

 

 the cmts should be fed with fibre access from shaw's own network, so why is the ping so high after leaving the cmts when it is only 8ms from my pc to the cmts? 

 

could shaw potentionally look  into this problem? i would love to see improved ping time.
