Modem or Node appear to be dropping upload traffic

Over the past few months I've been noticing that my upload completely dies for a few seconds at a time, usually less than 30s. This is particularly frustrating when trying to stream to twitch, in some circumstances it is down long enough to make the stream go offline altogether. I've been running traces through WinMTR while streaming to see if I can correlate the drops to a particular hop and it is always the first hop beyond my network  (I'm running the modem in bridge mode) which starts showing loss as soon as I start to drop frames and lose upload so it would appear that the issue is between me and the first node, maybe an issue with the modem, line or otherwise, but it seems to be a relatively new issue (3-4 months). 


I've run through all of the normal troubleshooting steps, reset my modem on many occasions, tried the same trace from a computer connected directly to the modem, and gone through a number of other steps including trying different injest servers for twitch.
