Shaw Wifi Range and Speed Issues

Our internet and wifi is very spotty.  In the am we get speeds of 60-80 download and 8 upload and the range within the house which is very good.  In the evenings after school it seems like the range is terrible within the house with spots that almost don't work with speeds of 3-10 download and 3 upload.  Resetting the router doesn't seem to do much to help.  Shaw gave me their latest router Cisco DPC3848V.  I used to use a older router with a Apple AirPort Extreme with the same results.  Is this a cable issue, or a channel interference issue ?  It has been like this for quite some time.  Any suggestions on trying to get more consistency ?
