I plugged my no dial tone phone directly into the DPT as suggested and did indeed get a dial tone. Now what? If it is internal wiring who can fix that?
In Karen's case, we now have a service call booked and a tech will be out to look at her wiring.
This would indeed be a wiring issue. It might be a wire somewhere between the phone terminal and the wall jack or in the wall jack itself. The only way to get this fixed is to book a service call tech for you.

I will assume that there has been no rewiring done in the home recently, and will make the next suggestions just to see if the challenge can be fixed with a few small tests.
As Lance mentioned there is likely to be a small wiring challenge in the home. When you replace the wiring at the DPT to the way it was before, and the tel line LED flashes, then it thinks there is a phone off hook in the house. I have seen a very minor challenge in the field where a new phone getting plugged into a wall plate got put in at the slightest of angles, causing the two wires in the wall plate to touch each other, and cause this exact issue. I can't definitively say that this is the case of course, but without major wiring changes in the home, the challenge here is likely to be fairly straightforward.
If you have the time, starting with any newly added phones to the house, unplug the telephone cord from the jack one by one, testing the line in between the removal of each phones telephone cord. If the problem persists, you can plug that phone cord back in and move to the next phone. When the line returns after a phone is unplugged, then you have identified the challenged outlet or phone. Sometimes just plugging the telephone cord back in will correct the challenge.
Again, as Lance mentioned we will be happy to have a look at it for you, and run these tests to correct the challenge, but I offer these steps in case the challenge can be corrected sooner than a tech can get there.
