I don't know what happened to my internet, but my internet increase all the way from 30 to 2000, when it reach to the highest, it will back to 30 or something then increase again.
What network gear are you using? I get a very constant 242-250ms ping to that IP..
Modem/Router combo? Modem your own router? Wired or wireless?

Are you doing any fast uploads at the same time, p2p, file transfers, cloud-backups, ect
no, i am not downloading anything. i reboot my router but that doesn't help. my internet will get back normal for 1 or 2 min., but the delay come back again after these few minutes.
After a few minutes, sounds like something else is using a lot of your speed...
If there is a p2p application running (on another computer, or something like that), you reset your router, so the p2p application (or whatever is using your connection) stops transferring, after a couple minutes it figures out internet is back, and starts transferring again, which causes your issue to come back...
Try your one computer, direct to the modem, no router, if it still happens, if Windows, try safe-mode with networking again
What happened after you tried Kevin's suggestions? As he mentioned, it does seem that there is something on one of your computers that is taking over most of your internet connection. One of the most likely culprits would be a p2p application. If there is a bit torrent program running, it can take a few minutes to establish its full connections again.
Putting one computer direct to the modem, and then booting it into safe mode with networking, would also make sure that any culprit programs wouldn't be allowed to run and interfere.
