"Weak or No Signal Message"

Hi,

 

I have an Emerson brand TV and when I go to turn on the TV, I get the snowy screen with a message "Weak or No Signal" message.  If I leave the TV like this for about 10 minutes, then turn off the TV and turn it back on, it will connect to the cable and the TV works just fine.  This happens all the time and has been like this since I got cable at my new place.  I got the TV at the same time, so I have nothing to compare it to.  Any suggestions to get the cable to work the first time I turn the TV on?
