Slow Internet

I am experiencing extremely slow internet speeds.  A representative informed me it is a result of congestion and that until Shaw improves the network in my area I will have to get by as it is.  He did agree to lower my bill by $4 per month though.


I am paying for 50 mps, and now getting less than 10.


Is this the best Shaw can do?
